Public Notice-Urgent instructions to prevent pollution of canals, streams, rivers, reservoirs, and wetlands by industries and sewage

Details

Our canals, streams, rivers, reservoirs, wetlands, and floodplains, the lifeblood of riverine Bangladesh, are being severely polluted today due to industrial waste and untreated sewage. This pollution is having a devastating negative impact on public health, fisheries, agriculture, and the overall environment. Preventing this pollution is essential to ensure the country's economy and a healthy life for future generations.

Instructions are being given to strictly comply with the following matters in accordance with the Environmental Protection Act 1995 (amended 2010) and the Environmental Protection Rules 2023:

Instructions to industrial owners:

(1) Modern Effluent Treatment Plants (ETP) should be established in all industrial factories generating liquid waste and the liquid waste generated should be discharged after 100% purification. Discharge of untreated liquid waste into canals, streams, rivers, reservoirs, and wetlands is strictly prohibited;

(2) Arrangements must be made to keep the ETP installed in the industrial factory operational. Strict legal action will be taken if the ETP does not function properly or is closed;

(3) No industrial factory can be operated without an environmental clearance. The terms and conditions of the clearance must be properly complied with;

(4) Toxic chemicals and harmful waste cannot be discharged directly into rivers or open spaces under any circumstances. A good system for their safe collection, transportation, and disposal must be ensured.

 

Guidelines for sewage management:

(1) Sewage from cities and populated areas cannot be discharged directly into any water body, especially rivers, in an untreated state. City Corporation, Municipality and concerned authorities should take measures to establish and operate Sewage Treatment Plant (STP) for sewage treatment;

(2) Every house, commercial establishment, hospital and other establishment should use proper quality septic tank and soak pit;

(3) Refrain from establishing open drains or direct connection to canals-bills-rivers-rivers-water bodies-wetlands for sewage management. Ensure an integrated and effective waste drainage system.

Strict action against those who violate the law:

Strict action will be taken against individuals or institutions who violate the above instructions as per the Environmental Protection Act 1995 (amended 2010). This includes assessment and collection of compensation, disconnection of industrial services, fine or imprisonment or both.

Let us all be aware and cooperate with the government in this effort to prevent environmental pollution.
